  It could be the thermostat or the control board. Check what it is doing during its 40c wash. if it fills and washes continuously it suggests it is not heating. a faulty thermostat would either say it has reached temperature early and finish a cycle with cold water or it would continue to 'boil' the washing until it was stopped.
