Is it the thermostat?

Hi. I have recently replaced one of the grill elements in my Belling Synergie top oven. The grill works fine but the top oven doesn't reach the correct temperature for cooking. Is there another heating element in the top oven or is it the thermostat that's faulty? Many thanks. John
