I have a Hoover DYC 7813nb tumble dryer, it does heat up but stops heating on a e14 error code. I have tested the resistance across the thermostat whilst off and there is no resistance, is this correct.

    No, thermostats should measure low resistance as if you touched the probes together until it reaches the running temperature.
