  There is always a way to replace the belt but this may involve a lot of dismantling. The type of cabinet you describe would only allow access from the front this would involve removing the top and front panels and reaching in to remove the belt from the motor and tensioner before slipping it of the drum. Don't forget to disconnect the supply before attempting any repair.
