    It is more likely the element will have distorted and drooped to contact the fan especially if it catches on the top of the fan. Replace the fan motor as well if it is slightly stiff to turn or noisy as this can cause the element to overheat and distort.

this is happening constantly do i require a new fan blade or element?

    If the element has softened and 'drooped' till it has contacted the fan then a new element is required.

I have replaced the element twice in this Beko OIF22100X oven and on both occasions the element has expanded and moved despite being fastened in by its brackets. This time it has caused the element to catch on the fan and burn out the fan motor. I intend to fit a smaller fan and hope this will eliminate the problem?

    This is not common and there is no 'official' smaller fan we can recommend.

The shape of the blades suggest a left hand direction,or is the right hand direction correct.

    An AC motor of this type will only rotate one way even if you reverse the connections. So whatever your problem is it is not likely to be the fan running the wrong way.
