i have found wat i think is a fuse simialar to those u put in a florecent lights do u think this fuse could of gone the name on fuse is icar ecofill

There could be a number of problems that could be giving this symptom. If the washer motor is running 'low power' then suspect the capacitor. if the motor runs correctly it may be the pump seals.
